Active labour market policy measures

EMPLOYMENT POLICY

Taking into account the specific needs of its users, the Ministry of Labour, Pension System, Family and Social Policy and the Croatian Employment Service carry out a series of active employment policy measures to encourage employment, additional education of workers and job preservation.

1 EMPLOYMENT AID

OBJECTIVE OF THE MEASURE

Encouraging the employment of persons by co-financing the cost of pay to employers.

DURATION OF THE MEASURE

12 months

MEASURE FINANCING

Co-financing the labour costs of the person employed up to 50% of the annual cost of workers gross II salary or 75% for people with disabilities.

2 SUPPORT FOR TRAINING

Support for training is state aid granted to encourage the further education of newly employed or employed persons to preserve jobs, to introduce new technologies and production programs and enhance competitiveness. They are available for profit-making entrepreneurs.

OBJECTIVE OF THE MEASURE

Encouraging further education of employees by co-financing the cost of employee training with an employer.

DURATION OF THE MEASURE

Up to 6 months

MEASURE FINANCING

Up to 70% of eligible costs are co-financed for employee training, with the highest amount of training support per employee being HRK 18,000.00.

3 EMPLOYMENT MEASURES FOR THE FIRST WORK EXPERIENCE / TRAINEESHIP

Employment support for gaining first work experience/traineeship is awarded to employers as state aid if they carry out an economic activity. The acquisition of first work experience means the first employment at the acquired educational level, and in jobs related to the acquired vocation.

OBJECTIVE OF THE MEASURE

Encouraging the employment of persons by co-financing the cost of pay to employers.

DURATION OF THE MEASURE

12 months

MEASURE FINANCING

50% of the annual cost of a worker’s gross II salary, or 75% for disabled people, without the above limit, according to the prescribed salary for that workplace from the employer and 50% of the transportation cost.

4 ON-THE-JOB TRAINING

On-the-job training is a measure implemented to enable unemployed persons to acquire the practical knowledge and skills required to perform a particular job which may result in the employer’s certificate confirming the knowledge and skills gained or a public certificate if the theoretical part of the training is carried out in the educational institution.

OBJECTIVE OF THE MEASURE

a) On-the-job training to obtain employer certification

To train unemployed persons to acquire the practical knowledge and skills needed to perform the tasks of a particular job.

b) On-the-job training to get a public certificate of competency

To enable unemployed persons to acquire the practical knowledge and skills required to perform the tasks of a particular job.

c) On-the-job training to obtain certification from an entrepreneurial support institution (entrepreneurial incubators and development agencies)

To train unemployed persons to acquire the practical knowledge and skills needed to perform the tasks of a particular job.

d) On-the-job training of Croatian returnees/immigrants from the Croatian Diaspora

To enable unemployed persons to acquire the practical knowledge and skills required to perform the tasks of a particular job.

DURATION OF THE MEASURE

Up to 6 months for all sub-measures.

MEASURING FINANCING

a) On-the-job training to obtain employer certification

To the Participant – transportation costs (up to 1.400,00 HRK) and financial assistance;

To the Employer – mentoring costs (up to 1.500,00 HRK)

b) On-the-job training to get a public certificate of competency

To the Participant – transportation costs (up to 1.400,00 HRK) and financial assistance;

To the Employer – the cost of theoretical instruction in an educational institution and the passing of the qualification exam (up to 18,000.00 HRK), the cost of mentoring (up to 1.500,00 HRK) and the cost of a medical examination

c) On-the-job training to obtain certification from an entrepreneurial support institution (entrepreneurial incubators and development agencies)

To the Participant – transportation costs (up to 1.400,00 HRK) and financial assistance;

To the Employer – training cost in entrepreneurial support institution (up to 18,000.00 HRK)

d) On-the-job training of Croatian returnees/immigrants from the Croatian Diaspora

Participant registered with the in the Croatian Employment Service – transportation costs (up to 1400 HRK) and financial assistance.

Participant not registered with the in the Croatian Employment Service – transportation costs (up to 1400 HRK) and cash payment.

To the Employer – the cost of theoretical education in an educational institution and the examination of qualification (up to 18,000.00 HRK), the cost of mentoring (up to 1.500,00 HRK), the cost of medical examination, payment of compulsory health insurance contributions, health insurance costs, costs of translation and recognition of foreign certificates or diplomas

5 AID FOR PRESERVING JOBS

Aid for preserving jobs is a state aid aimed at preserving jobs with employers who have experienced a temporary decline in business activities.

I – Aid for preserving jobs in the textile, clothing, footwear, leather and wood manufacturing sectors

OBJECTIVE OF THE MEASURE

a) Aid for preserving jobs

Preservation of jobs where there has been a temporary decline in business activities and / or loss of business of the employer, and the acquisition of the necessary knowledge and skills of workers who need to be prepared for the market, given the potential loss of employment due to difficulties in the business of the employer.

b) Aid to preserve jobs in the textile, clothing, footwear, leather and wood manufacturing sectors

Preservation of jobs with employers in the manufacturing industry, most commonly in the textiles, clothing, footwear, leather and wood sectors, which have difficulties in business because of the reduced competitiveness caused by technological changes in business processes and the relocation of production to countries and regions with extremely low labour costs, insufficient investment in technology and innovation and their commercialisation, and a non-competitive workforce.

DURATION OF THE MEASURE

a) Aid for preserving jobs:

Up to 6 months.

b) Aid for preserving jobs in the textile, clothing, footwear, leather and wood manufacturing sectors:

Up to a maximum of 24 months or until the maximum de minimis amount of EUR 200,000.00 has been received during three fiscal years per individual undertaking.

MEASURE FINANCING

a) Aid for preserving jobs

Aid for shortened working hours is paid as a proportion of the amount of pay for the number of working hours taken from the employee’s regular working hours (maximum up to 40% of shortened working hours and maximum up to 40% of the amount of gross I salary) and is financed up to the minimum wage according to a special regulation.

The total cost of educating workers is funded.

b) Aid to preserve jobs in the textile, clothing, footwear, leather and wood manufacturing sectors

An employer is paid a subsidy of 50% of the minimum wage plus contributions on the base in the amount of 2,366.41 HRK for 2020.

The total cost of educating workers is funded.

6 PERMANENT SEASON WORKERS

The permanent season workers measure is a measure aimed at providing financial support to workers who are employed only during the season and are not employed during the other part of the year. The measure is available to employers from all sectors who have reduced workloads during the year due to seasonal characteristics of the business.

OBJECTIVE OF THE MEASURE

Financial support for seasonal workers when they are not working, to provide the necessary workforce to employers from all activities who have periods of reduced workload during the year due to the seasonal characteristics of the business.

DURATION OF THE MEASURE

Six months

MEASURE FINANCING

To the employer – 100% of the cost of the extended insurance for the first three months, and in the following period, which may last for a maximum of 3 months, 50% of the extended insurance.

To the Beneficiary – financial assistance is paid for a maximum of 6 months of extended pension insurance in the amount determined based on the calculation of unemployment benefit, up to a maximum of 70% of the average salary paid in the Croatian economy for the first 90 days, and 35% for the remaining period.
