At its 158th session held on 23 May 2019, the Government of the Republic of Croatia adopted the Decision on the Establishment of the National Contact Point as a Permanent Mechanism for Promoting and Implementing the Guidelines for Responsible Business of the Organization for Economic Cooperation and Development (OECD).
The National Contact Point for Responsible Business Conduct (NCP) is responsible for promoting and providing information on the Guidelines and procedures for applying them, providing their contribution to the resolution of issues related to the implementation of the Guidelines in specific instances, making initial assessments as to whether a specific issue deserves further examination, for offering good services, including access to conciliation or mediation procedures in order to assist parties in resolving issues.
The National Contact Point for RBC consists of two bodies: Secretariat and External Body.
The Secretariat of the National Contact Point for RBC is in charge of coordinating all activities within the NCP, providing administrative support for operation of the External Body, preparing annual reports on activities of the NCP to the OECD Investment Committee and participating in annual meetings of the OECD Working Group on Responsible Business.
The NCP Secretariat consists of one official from the Ministry of Foreign and European Affairs and one official from the Ministry of Economy and Sustainable Development.
The External Body consists of one representative from each of the following:
– Ministry of Foreign and European Affairs
– Ministry of Economy and Sustainable Development
– Ministry of Labour, Pension System, Family and Social Policy
– Croatian Chamber of Economy
– Croatian Employers’ Association
– Croatian Business Council for Sustainable Development
– Independent Trade Unions of Croatia
– Independent Trade Union of Science and Higher Education
– NGOs dealing with human rights
– NGOs dealing with environmental protection
The External Body is responsible for assisting parties in resolving issues arising from application of the Guidelines in specific instances as well as other promotion activities and implementation of the Guidelines in coordination with the Secretariat.
One of the tasks of the NCP is to to contribute to the resolution of issues that arise relating to implementation of the Guidelines in Specific Instances, in an impartial, predictable and fair manner, in accordance with the principles and standards of the Guidelines.
The NCP provides a forum for discussion and assists the business community, workers’ organizations, other NGOs and relevant stakeholders in resolving the issues brought to attention in an effective and timely manner and in accordance with applicable law.
