AmCham’s 2026 Business Environment Survey in Croatia

The American Chamber of Commerce in Croatia (AmCham) has published its annual Survey offering insights into business performance, challenges, and expectations of their members in Croatia.

The key findings of the Survey, conducted among 180 executives from domestic and international companies operating in Croatia, indicate positive momentum and business confidence despite ongoing challenges. In 2025, 58% of respondents reported better business performance than in 2024. Moreover, 38% of companies hired additional employees last year, while 49% maintained the same number of employees.

Overall, 64% of respondents have rated the experience of doing business in Croatia as good or very good, representing a slight increase from 61% in the previous year, while 52% of respondents believe that business conditions in Croatia have improved over the past five years. The most notable improvements have been observed in trade opportunities, demand for goods and services, financing conditions, payment terms for goods and services, as well as incentives and other government support measures.

Given that 74% of surveyed AmCham member companies also operate in other Central and Eastern European countries, with 56% operating in more than five countries across the region, it is notable that 38% of respondents assess business conditions in Croatia as more favourable than in other countries in Central and Eastern Europe, an increase from 32% in last year’s survey. The country’s main advantages compared with the region include EU membership, its geostrategic position, tourism potential, the quality of infrastructure, and the availability and quality of the workforce.

Regarding companies’ plans for the upcoming three-year period, 72% of survey participants intend to expand their business operations, while 64% plan to hire additional employees. The main factors motivating companies to pursue expansion include opportunities for innovation, local and global demand, workforce quality, and geographic location.
