This phase includes preliminary scoring of the project proposal to assess whether it can meet the minimum evaluation thresholds. Based on the results, a joint decision is made with the client regarding the justification and feasibility of proceeding with the project application. In the event of a positive decision, the third phase focuses on full project structuring. This includes defining project objectives and expected results, planned activities, project duration, and all project-related costs. The project proposal is fully developed and documented in accordance with the requirements of the relevant call or financial instrument. Upon completion, the application is submitted to the competent authority for evaluation, with the objective of obtaining a funding decision (EU funds), confirmation of beneficiary status (national tax incentives), or approval of a subsidised loan. The service also includes continuous support and guidance throughout the evaluation process until the final decision is issued. 2. Project management and administrative implementation services Project management and administrative implementation services are provided after a positive outcome, such as a funding decision (EU funds), confirmation of beneficiary status (national tax incentives), or loan approval (subsidised loans). These services include informing the client of contractual obligations arising from the signed agreement, guidance on the management and archiving of supporting documentation (e.g. offers, purchase orders, invoices, bank statements), financial monitoring of the project, advisory support related to accounting treatment of project costs, and preparation and analysis of all documentation related to project implementation. In the area of national tax incentives, services are provided for obtaining tax benefits in the form of reduced corporate income tax rates and reductions of the tax base, in accordance with applicable investment and research and development incentive legislation. Within the scope of subsidised entrepreneurial loans, services include preparation of project proposals aimed at obtaining interest rate subsidies through programmes implemented by the Croatian Bank for Reconstruction and Development (HBOR). 4.
